A BILL
To prohibit the Secretary of Homeland Security, or any other person, from requiring repayment,
recoupment, or offset of certain antidumping duties and countervailing duties paid under section
754 of the Tariff Act of 1930, and for other purposes.
Be it enacted by the Senate and House of Representatives of the United States of America in
Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the “Domestic Reinvestment Act of 2023”.
SEC. 2. TERMINATION OF ALL EFFORTS TO CLAWBACK PAYMENTS OF CERTAIN
ANTIDUMPING DUTIES AND COUNTERVAILING DUTIES.

(a) I G.—Notwithstanding any other provision of law, neither the Secretary of
Homeland Security nor any other person may—
(1) require repayment of, or attempt in any other way to recoup, any payment described
in subsection (b); or
